What it means

Literally, it means "a Fanta-payer," as if someone keeps buying soft drinks for another person.
In practice, it's a (slightly mean) term for someone who pays for drinks, favors, rides, etc., hoping for romance, but gets friend-zoned and receives nothing back romantically. It became popular in Spain in the 2000s internet/college slang scene, tied to the idea of buying sodas at a bar or cinema. It's gendered with el/la, but it's most commonly used about guys; tone ranges from teasing to harsh.

Don't confuse it with

"Ser un/a pagafantas" does not mean to be really into someone without saying it, to be hanging back without making a move, to be doing great with dates without trying. It specifically means "To be exploited to pay for everything without getting romantic return".
