In practice it means you're crazy about someone-really into them, sometimes to an intense or slightly pathetic degree. It can be sweet ("pillado/a") or a bit judgmental if it implies obsession. In Spain, related slang includes "estar pillado/a por alguien" and "estar loquísimo/a por alguien."
"Estar colgado/a por alguien" does not mean to be stalking someone, to be cheating on someone, to be left waiting at a restaurant. It specifically means "To be crazy about someone, obsessively infatuated".
