In practice, it's a mocking term for a man seen as submissive to his partner or doing stereotypically "servile" domestic chores, like he's under her thumb. The humor comes from exaggerating domesticity to imply a loss of masculinity, so it carries a sexist/old-school vibe. It's mainly Spain slang and usually said as teasing or an insult among men. Nowadays it can sound pretty dated or rude, depending on the group.
