In practice it means standing someone up: you agreed to meet and one person doesn't show up (often without warning). It's commonly used for dates but also for friends, appointments, or professional meetings. The tone can range from playful to genuinely annoyed depending on context. The "lapin" idea comes from older slang around not paying/being left with nothing-today, nobody thinks about that, it just means "no-show."
"Poser un lapin" does not mean to date multiple people at once, to lead someone on romantically, to send unsolicited pictures to strangers. It specifically means "To stand someone up".
